Draft of 27th Constitutional Amendment to Be Presented in Senate

Islamabad(The COW News Digital)Following approval by the Joint Parliamentary Committee on Law and Justice, the draft of the proposed 27th Constitutional Amendment will be presented in the Senate today. The agenda for the Senate session has been released, indicating that the Standing Committee on Law and Justice will submit its report on the amendment.

Senator Farooq H. Naik is scheduled to present the committee’s report on the proposed amendments, after which the Minister of Law will formally introduce the bill for approval. The Joint Parliamentary Committee had yesterday approved the full draft of the 27th Amendment, endorsing 49 clause-by-clause changes after detailed deliberations.

Key provisions of the amendment include lifetime retention of high-ranking military titles such as Field Marshal, Marshal of the Air Force, and Admiral of the Fleet, as well as the continued wearing of uniforms by such officers. The committee also approved clauses regarding the establishment of constitutional courts.

Another significant change involves extending the period for pending cases from six months to one year. Cases not pursued within this timeframe will be considered disposed of, according to the amendment.

Sources indicate that opposition parties boycotted the committee meeting, with members from PTI, JUI, PKMAP, and MWM abstaining from participation. Meanwhile, government allies have yet to finalize their stance on some proposed amendments. Among these is a suggestion by the Awami National Party (ANP) to change the name of Khyber Pakhtunkhwa. The government has assured the ANP that their concerns will be addressed.

The proposal to increase assembly seats in Balochistan is also under review, with the government requesting additional time for deliberation. Final decisions on these amendments are expected to be made during today’s Senate session following further discussions.

Senator Farooq H. Naik, chairman of the joint standing committee, stated that the committee has delegated some powers to him and the Minister of Law to make final adjustments before presenting the bill to the Senate. The session is expected to focus on reconciling differing positions among government allies while moving forward with the constitutional amendment process.

The 27th Amendment remains a subject of intense political debate, with proponents emphasizing its role in formalizing key administrative and judicial provisions, while critics argue about its broader implications for governance and provincial representation.
