The declaration was signed at the conclusion of the “Coalition of the Willing” summit held in Paris. Ukrainian President Volodymyr Zelensky, French President Emmanuel Macron, and British Prime Minister Keir Starmer endorsed the document, reaffirming their commitment to Ukraine’s defense and future security guarantees.

Speaking at a joint press conference, President Zelensky said the agreement reflects a shared understanding of the need for sustained international support as Ukraine continues to face security challenges. He added that the deployment of a multinational force would serve as a stabilizing factor, helping deter further aggression and supporting Ukraine’s recovery efforts.
Zelensky also revealed that the Ukrainian delegation had extended its stay in Paris to continue discussions with US representatives on future security assurances. According to him, talks with the American negotiating team have made notable progress, particularly in drafting key documents related to Ukraine’s long-term defense framework.
However, Zelensky acknowledged that some issues remain unresolved, especially those concerning territorial and regional matters. He said that if technical-level negotiations fail to reach consensus on certain points, the issues could be escalated to the level of national leaders for final decisions.
The Ukrainian president further disclosed that his team is scheduled to hold separate meetings with US Special Envoy Steve Witkoff and Jared Kushner, the son-in-law of US President Donald Trump. These discussions are expected to focus on broader diplomatic and strategic coordination, as well as Washington’s role in shaping future security arrangements for Ukraine.
French President Emmanuel Macron described the agreement as a demonstration of European unity and responsibility, stressing that lasting peace in Europe depends on Ukraine’s stability and sovereignty. British Prime Minister Keir Starmer echoed this sentiment, saying the United Kingdom remains firmly committed to supporting Ukraine through military, economic, and diplomatic means.
The proposed multinational force is expected to focus on training, logistical support, and stabilization tasks, though officials have not yet released detailed information about troop numbers or deployment timelines. President Zelensky indicated that formal agreements and operational details would be finalized in the near future.
