In its written verdict, the high court emphasized that any political or public activity that infringes upon the fundamental constitutional rights of citizens will be treated as a direct violation of the Constitution. The bench noted that impeding the daily lives, movement, and access of Islamabad residents to trade, educational institutions, or medical facilities compromises essential public freedoms. Consequently, any individual or authority found responsible for causing such disruptions will face appropriate legal action.

The court placed strict prohibitions on provincial governments and public authorities, explicitly barring the use of state funds, public machinery, or official vehicles to facilitate political rallies or long marches heading toward the capital. To enforce compliance and protect public servants, the bench ordered the immediate establishment of a dedicated helpline for government employees, ensuring they are not pressured into executing illegal directives or participating in political demonstrations.
