UAE(The COW News Digital)The United Arab Emirates has announced a new initiative aimed at increasing direct public involvement in government decision-making, marking a significant shift in how policies may be shaped in the country. President Sheikh Mohamed bin Zayed Al Nahyan approved the establishment of a new body designed to facilitate structured public consultation on national issues.
According to Arab media reports, the newly created institution has been named the Community-Managed Virtual Authority. Unlike traditional government entities, the authority will be fully operated by Emirati citizens rather than appointed officials or elected representatives. The initiative is intended to create a platform where public perspectives can be incorporated into policy discussions in a systematic and organized manner.

President Sheikh Mohamed bin Zayed stated that the authority will be run on a rotational basis by individuals from different segments of society. These include ordinary citizens, subject-matter experts, youth representatives, business leaders, and retired professionals. Each group will take turns managing the authority, ensuring that diverse viewpoints are represented in the consultation process.
Officials clarified that members of the authority will not be selected through elections. Instead, participants will be chosen based on merit, experience, expertise, and demonstrated capability. The leadership believes this approach will allow informed and constructive contributions while maintaining efficiency in governance.
The initiative is being viewed as an effort to strengthen trust between the public and the government. By allowing citizens to provide structured input, authorities hope to reach more balanced and widely supported decisions on matters affecting the country’s future. Supporters of the plan say it could help policymakers better understand public concerns and expectations.
The UAE is a federation of seven emirates governed under a monarchical system. The President is traditionally the ruler of Abu Dhabi, while the Prime Minister is the ruler of Dubai. Decision-making authority has historically remained concentrated at the top levels of leadership, with limited direct public participation in governance.
Analysts note that the creation of the Community-Managed Virtual Authority represents an attempt to address this gap without altering the country’s political structure. The model is designed to complement existing institutions rather than replace them, offering a consultative mechanism rather than legislative power.
While details about the authority’s operational framework are still emerging, the announcement has generated discussion about the future of governance in the UAE. Observers say the initiative reflects a broader trend toward innovative governance models that seek public input while preserving political stability.
