New York(The COW News Digital) During an emergency United Nations Security Council session, the U.S. envoy clarified that the United States is not at war with Venezuela or its citizens. The meeting, convened to discuss the recent U.S. military operation and its aftermath, brought together Security Council members to debate the legality and consequences of Washington’s actions in Caracas.

Addressing the council, the U.S. representative emphasized that America has no intention of occupying Venezuela. “Our goal is not to wage war against the Venezuelan people,” the envoy said. “We seek peace, justice, and freedom for the citizens of Venezuela, while protecting U.S. interests against narcotics-related threats.”

The envoy highlighted that President Donald Trump had previously offered diplomatic avenues to de-escalate tensions, providing Venezuelan President Nicolás Maduro with alternative options before the military operation. “Every effort was made to reduce tensions through diplomacy,” the U.S. representative added. However, Trump has warned that further action could follow if Maduro’s government does not cooperate in curbing drug trafficking and criminal networks.

UN Secretary-General António Guterres’ statement was also presented at the session, voicing concern over the U.S. operation. Guterres noted that international law appears to have been violated, citing the detention of President Maduro and his wife under U.S. custody and the destabilizing effect of the intervention on the region. He urged all parties to respect the UN Charter and engage in inclusive, democratic dialogue to allow Venezuelans to determine their own future.

The Security Council debate revealed deep divisions among member states. While the U.S. defended its operation as lawful and necessary to combat narcotics terrorism, many countries criticized the unilateral use of force, highlighting risks to international stability and sovereignty.

Analysts note that the U.S. strategy emphasizes a combination of security and diplomatic messaging. By framing the intervention as targeting criminal networks rather than the Venezuelan population, Washington seeks to balance its enforcement objectives with broader international scrutiny.

Experts also point out that the Venezuelan crisis underscores the importance of multilateral oversight. The Security Council session demonstrates the global tension between unilateral action and adherence to international law, as the world watches the implications of U.S. operations for regional security and the principles of sovereignty.

The council concluded by urging all actors to pursue dialogue, respect legal frameworks, and prioritize solutions that safeguard the rights and stability of the Venezuelan people.
