In an official statement issued in Moscow, the Russian presidential office said it would review Ukraine’s recently presented 20-point peace plan and prepare its formal position in response. The Kremlin confirmed that Russian President Vladimir Putin has been briefed on the Ukrainian proposals, signaling that Moscow is closely monitoring diplomatic developments.

The statement came after Ukraine unveiled its peace framework during recent talks involving the United States. While Russia did not immediately reject the plan in full, it made clear that Ukraine’s withdrawal from the Donbas territories and its renunciation of NATO membership remain non-negotiable demands for any potential settlement.
Ukrainian President Volodymyr Zelensky has described the 20-point plan as a comprehensive roadmap aimed at ensuring long-term security, economic recovery, and Ukraine’s future integration with Europe. According to details shared by Ukrainian officials, the proposal envisions a peacetime military force of approximately 800,000 personnel, supported by security guarantees from the United States, NATO, and European partners. These guarantees, Kyiv argues, would be similar in scope to NATO’s Article 5 commitments.
The plan also includes provisions for Ukraine’s eventual membership in the European Union, although no specific timeline has been set. In addition, it calls for the creation of an international assistance package and an $800 billion reconstruction fund to rebuild war-damaged infrastructure and stabilize the economy.
Further elements of the proposal include completing a free trade agreement with the United States, reaffirming Ukraine’s non-nuclear status, and addressing the future of the Zaporizhzhia nuclear power plant. Educational initiatives aimed at promoting tolerance among different cultures are also part of the framework.
However, Ukrainian officials have acknowledged that not all points have yet been agreed upon with Washington, and negotiations on several sensitive issues are ongoing. The United States has not publicly detailed its position on every aspect of the plan, though it has reiterated support for Ukraine’s sovereignty and security.
Analysts say the Kremlin’s response underscores the deep divide between the two sides. While Kyiv seeks strong Western security guarantees and closer integration with Europe, Moscow continues to oppose NATO’s expansion and insists on territorial concessions as a foundation for peace.
As diplomatic efforts continue, observers note that bridging these differences will remain a major challenge. The coming weeks may prove critical in determining whether dialogue can move beyond stated positions toward meaningful negotiations.
