National ( The cow news digital ) Street crime in Karachi has continued to rise despite the installation of an expensive smart surveillance system, raising serious questions about its effectiveness in controlling theft and vehicle snatching in Pakistan’s largest city.
According to official data and police sources, incidents of car and motorcycle theft as well as snatching have shown little to no significant decline even after the implementation of the Sindh Smart Surveillance System (S4). The project, reportedly worth over one billion rupees, was launched to monitor key entry and exit points across the province using advanced cameras capable of number plate recognition and facial identification.
Authorities installed around 40 surveillance cameras at various toll plazas and strategic locations across Sindh, including 18 sites within Karachi. These cameras were integrated into the Central Police Office’s command and control system with the aim of improving real-time monitoring and rapid response to criminal activity.
However, despite these technological upgrades, crime statistics indicate that street crime remains a major challenge. While some minor reduction in vehicle theft has been observed over a two-year period, incidents of motorcycle and car snatching have reportedly continued to increase in several parts of the city. Additionally, recovery rates of stolen vehicles have also declined, according to internal assessments.
Before the installation of the system, data from September 2022 to August 2023 showed thousands of reported incidents, including over 2,000 car theft cases, more than 200 car snatching incidents, and tens of thousands of motorcycle theft cases. Officials had expected the surveillance system to significantly reduce such crimes through better tracking and enforcement.
Former senior police officials stated that the system was introduced as part of broader efforts to modernize law enforcement and improve surveillance across high-risk urban areas. However, critics argue that technology alone is insufficient without strong operational policing, intelligence coordination, and street-level enforcement.

Security experts suggest that the rising trend of street crime reflects deeper structural issues, including resource constraints, urban population pressure, and challenges in rapid police response mechanisms.
Citizens have also expressed concern over the worsening law and order situation, urging authorities to not only rely on surveillance infrastructure but also strengthen policing strategies and accountability mechanisms.
The situation highlights the gap between technological investment and on-ground results in urban security management, particularly in a city as complex and densely populated as Karachi.
