National ( The cow news digital ) A political controversy has erupted over the Punjab budget as the opposition has announced plans to challenge its legality in court, raising questions about whether the provincial financial plan will ultimately be approved in its current form.
According to reports, opposition leaders have claimed that several large-scale development projects, collectively worth more than Rs10 billion, were included in the budget without mandatory approval from the relevant forums, including the Executive Committee of the National Economic Council (ECNEC). The opposition has termed this inclusion “illegal” and has vowed to move the courts against the budget.
Opposition member Rana Aftab stated that multiple mega projects were incorporated into the budget documents without proper authorization. He argued that this violates procedural and legal requirements governing public sector development planning. He further confirmed that a legal challenge would be filed in response to what he described as irregularities in the budget-making process.
The controversy has intensified political debate in the Punjab Assembly, with the Speaker, Malik Ahmed Khan, indicating that he will issue a ruling on the procedural concerns raised during the budget proceedings. The Speaker noted that opposition lawmakers had highlighted legal questions through points of order, which will be reviewed according to assembly rules.
Meanwhile, official budget documents reveal that the Punjab government has included a wide range of large development initiatives currently under consideration at the Provincial Development Working Party (PDWP) level. These projects span infrastructure, education, health, transport, and industrial development sectors.
Among the proposed initiatives are multi-billion-rupee programs such as an industrial development and export promotion scheme, a medical district project in Lahore, a laptop distribution program, and a high-speed rail project connecting Lahore and Rawalpindi. Other plans include small dam construction in the Potohar region, sports city development, STEM laboratories, urban transport infrastructure, and major healthcare facilities across the province.
Officials say that PDWP meetings are being held regularly to review and fast-track approval of development schemes ahead of the new fiscal year 2026–27. The government maintains that these projects are part of a broader strategy to accelerate economic growth and improve public services.

However, opposition parties argue that including projects without final approvals raises serious questions about transparency and governance. They insist that all major expenditures must go through proper regulatory channels before being reflected in the budget.
As the legal and political debate continues, the fate of the Punjab budget now appears uncertain, with both parliamentary scrutiny and possible judicial intervention expected in the coming days.
